OIA delivered the keynote presentation of the Puerto Rico Institute of Electrical Engineers at the general convention of the College of Professional Engineers and Surveyors of Puerto Rico (CIAPR). The was an expanded version of the one presented on April 24, 2008 to the  Caribbean chapter of the Institute for Electrical and Electronic Engineers (IEEE). Again, the session was  attended by a standing room only audience. José A. Martí, Manuel A. J. Laboy and Thomas Plocek provided attendees with  information on OTEC and steps toward implementation in Puerto Rico. Click on this link for copies of presentations.
